A new surface at Summit is great news, but it will not last long if they do not prepare the surface properly.  They really need one of those electronically guided grinder machines to remove at least the top 1/2 inch of surface and smooth out imperfections. 

Asphalt is just like paint.  If you plop the best paint over weak bondo, it will creap over the old surface -- or come off completely.

Hopefully what they term cutting down the bad areas is the removal of the bad surface and this should work.
