Balance shaft belt

I just purchased a 1986 Porsche 944 which is in good condition, however I want to change all of the belts and fluids. It was suggested to me that I change the balance shaft belt. Is this something that a non-mechanic can do? Where would one obtain the special tool needed to complete the change?

The typical 944 belt service should include timing belt, water pump, thermostat, balance belts, and drive belts. The timing belt is the most crucial because if it breaks bad things happen to the motor. If I remember correctly (its been a while since a had a 944) the water pump should be replaced with a turbo water pump since the turbo pump is an updated design.
