Are they Hans specific?

Yes.  There have been a lot of discussions on Rennlist whether the 2" shoulder belts are better for hans or not.  I have always used 3" because they feel planted at the shoulders with my Hans device.  The consensus of expert opinons is it doesn't matter.

I spoke with Schroth today and asked them the same question. 
Their answer:

Either will work just as well.

The "Hans" belts are mostly a marketing thing from what I understand...You certainly don't want to use those 2" harness straps without a Hans.
