On a recent trip, I noticed this written on the wing
from my seat in the plane.

Can you belive this??
Are they serious??

Yes, that is a movable part that deploys for low speed extra lift. 

Its for service folk, not passengers.

Many decades ago my best friend (he was a Navy fighter pilot at the time) from high school was in town for the weekend and asked if I wanted to go with him to do his preflight inspection and then say goodbye at the flight line.

 

After the walk around inspection he put me in the cockpit and showed me a little bit about the plane.  As we were getting in he said read where you can and can not step and once inside he said don't pull the red handle (ejection seat).....
