That is very similar to the Rotary lift I have in my "man cave". I picked it up used from a shop that was upgrading. Most lifts bolt to the floor although mine definitely has a bigger footprint than that one. Mine has at least ten bolts per side and outriggers that extend about 1-2 feet on either side of the main post.
Bill is absolutely right about the importance of the concrete, particularly the depth. Drill a hole before buying to check. The alternative is jack hammering and laying down a new patch that's up to the task.
