You would certainly want an aluminum as opposed to steel open trailer to tow with an Explorer. A steel trailer with the car and tire rack would meet or exceed your towing capacity and the Explorer will struggle to pull it. Also as the Explorer does not have a long wheel base you do not want a long trailer. 18' max (an 18" bed means you are pulling about 24' of trailer behind you. Sway would be an area of concern with a longer trailer towed by an Explorer. I recommend a full plate floor over an open floor and also think that welded trailers are better then bolted trailers (stiffer). Trailex, ATC and Featherlite all make open alluminum trailers to this specification.
