It's not rocket science. I can tell you the way it used to be handled.
When we had a new student we would look for a number not being used and assign that number. Periodically we'll go through and reclaim numbers for inactive participants so as to not get into four digit numbers.
Anyway, once you get your RTR number that's pretty much your number until you stop driving. So.... you could (and should) go out and acquire numbers for your car. Some people like the static cling numbers you put inside your windows. Some people just use blue tape. As a photographer the blue tape ruins a good photo.
If you go with the store bought numbers get one set for each side of the car and then one for the hood and one for the rear of the car. I personally like the numbers on the bottom leading edge of the doors and then the bottom corners of the hood and trunk.
