I contacted Tim, who was kind enough to offer the following advice:

I have been using the Meguiar’s Detailers Series All
Purpose Cleaner

This place has the best deal. I use their spray
bottle and cut it 50/50.
Tire stuff falls off after soaking a few minutes.
When it is clean I use Honda spray polish from the
motorcycle store. It leaves the surface slick and shiny,
very easy to clean again. Spray in suspension components and
rockers as well as the front and rear valances.
P21S gel wheel cleaner is the best, but the Meguiar’s
Hot Rims (purple) is a good value.
What wheels do you have that are stained. sometimes the
stain will come out, but you may lose the anodized finish.
