When the track applied for zoning an acceptable decibel level was determined and established. The track has not exceeded those guidelines; however the neighbors did not anticipate a 7 day a week operation or how far the wind would carry the noise.
 With the  track in chapter 11 as they resubmitted its Phase II plan with included a Moto/Auto Cross facility, The Track Racket group convinced the planning board to force the track to begin noise abatement efforts.
 The reality is a few are causing a fuss for many. As you mentioned Millville is finacially depressed and can use all the help it can get; however the Track Racket Group thinks it should be a retirement area!
