The way I read it, dropping collision would be OK because the vehicle still has minimum PA coverage. I'm not an insuranceologist, but I don't think you'd be covered by homeowner's if there was damage to the car in that case.
I was going to do this (drop all insurance for the winter) a few years ago and my agent told me I would have to return my plate and pay two (2) fees, one to return the plate and then again to get it back. Didn't seem worth it.
I think we have a few insurance type people who could chime in.
