Steve, I agree with your thoughts on car control skills required at Shenandoah. However, with it's configuration and the proximity of walls to the track, it is not the place to learn/practice them, despite the lower speed (on many of the turns).
Of the tracks that RTR runs, it is the least favorite (I haven't driven JC). At least Pocono is only a short drive.
