arm restraints or windows, exlusive or inclusive requirement?

We're finishing up a 914 for PCA DE and the car doesn't have windows currently. From my reading of the tech checklist, it's not clear whether I need windows AND arm restraints, or if I can simply run arm restraints. The car has no roll bar but does include the targa, though from what I can tell, these will not affect the above requirement.

Windows other than the windshield are NOT required.  Because you car is a Targa you do not need arm restrains unless you run with the roof panel off.
