I signed up for the same dates with them.

Why is it that their events seem not to fill? Is it that they don't have weekend dates?

I would suspect a combination of a smaller membership and weekday dates.

their DE's aren't quite as structured as many regions and they get caught in a catch 22.

people don't attend because their events aren't "structured" and because they aren't structured, people don't attend.

they're not the fastest region out there and run their blue group (uninstructed) with yellow (instructed).  But, seat time is seat time and you really need to make the most of the event.

Overall, they run a good event.  They even had food/beer after one of the days.

I thought about trying to sneak away for this event then realized that it's Easter weekend - Good Friday and Holy Saturday.  I get to host Easter dinner on Sunday so it's bad from all directions  Sad
