Kevin TT is actually a great transition into racing. NASA runs a great TT program that provides open passing in the corners without a point-by. There are some fast TT guys running near 2mins flat at full course VIR.

Anway, sorry Kevin, TT is above DE because it's competition. It's also passing anywhere with no signal, as Bob says. In practice, EVERYONE gives point by's!

For guys like you though, you can run NASA DE and do TT in the same event and just get that much more track time. If you happen to do well at TT then you can win free tires!
