That is, it says that members can amend bylaws but through an unworkably burdensome procedure. Can you imagine trying to get 3,000 signatures of PCA members, no more than 1,000 from any one region? I cannot. It means that only the National Board can effectively amend National's bylaws--and I suspect that is exactly what the National Board intended.
