I'd be surprised if you could get them out with hammering sockets over them but maybe that is advice from someone who knows more than I do.
I think I'd be putting heat on the flange to free up whatever it is that's holding the bolts in so much, either rust or lock-tite. I'd think heat and vice grips might do it. You might even be able to grind the head of the allen bolts with a grinder to make them more flat so that you can get better grip on them.
Again on the easy outs, don't do it!
