Update to my last post:

I just poked around the system a little more and I was able to see a situation where personal info was enterable over a standard http: connection. I can't see the pattern though. Sometimes it uses an https: connection, and sometimes it uses an http: connection.

I have an inquiry into the motorsportreg folks and will post their response.
