I'd stick with your RTR membership and participate in both chapters' DE events.
I have my car tech'd at Provost and he completes an RTR Tech form for me to use since that is the shop that does all of my repair/track prep/track support work. If you're using a single shop and are loyal to them, they are more than happy to complete the Tech form at no charge.
Many RTR members participate in DE events through NNJR, Potomac, SCH, etc. Just don't associate with Steve McMorn and you'll be welcome at all events.
