If you check http://www.phillyscca.com/solo2/index.html, you can find "How To Run A Solo Program" manual written by Ken Buck from the Philly SCCA. They run a pretty good event and very competitive.
I've been to a lot of Autocross events and by far, Philly SCCA and NNJR PCA does a good job in organizing and running an event. I think Riesentoter did a good job but could improve in some areas, like the grid and parking, announce time so people know how well they do, post all the time not just the best time. Also, maybe do a parade lap before the actual run so people don't get lost especially the newbies?
